This has been outlined in the Universal Declaration of Human Rights and the International Human Rights Covenants. Education is the single basic instrument of development. No right can be procured until and unless one has a common minimum educational standard. India also went ahead with the Right of Children to Free and Compulsory Education Act in 2009. Despite all the promises by national and provincial governments to provide education to all, the universalization of quality education has remained a myth so far. Still, millions of children are deprived of this fundamental right owing to poverty, ignorance of their guardians, and lack of facilities. PeFSSED has been focusing on education programme for the needy as one of its prime areas of action since its inception in 2001.
